AEP is constructing an underground single circuit 138 kV line between the Davidson and Dublin Substations.  The Board issued the certificate on April 27, 2004.  The electrical cables were installed in six inch conduits, encased in concrete, with a minimum of five feet of earth cover.  The project included six HDD (horizontal directional drills) and six underground manholes, 8x8x24 feet.  Placed into service on March 3, 2005
