Ohio Power Siting Board 00-1527-EL-BGN: Fremont Energy Center, 540 MW Generating Facility

Project: Fremont Energy Center
Company: FirstEnergy Generation Corporation
Case No.: 00-1527-EL-BGN
Location: Sandusky Township, Sandusky County
Status: Projected completion date of late 2010

Calpine Corporation started to construct a 540 MW natural gas-fired combined-cycle electric generating facility with peaking capabilities of 704 MW.  The facility is approximately 70% complete.   Calpine placed the Fremont Energy Facility on the market in the spring of 2007, under the auspices of the Bankruptcy Court of Southern New York.  The company reviewed proposals from several companies.  Calpine selected American Municipal Power – Ohio, as the final bidder at $124 million.  The Bankruptcy Court then required that others be allowed to bid on the facility, accepting the provisions negotiated by Calpine and AMP-Ohio.  The final bidding took place on January 28, 2008.  FirstEnergy was the highest bidder, with a bid of $253.6 million.  FirstEnergy has pledged to comply with the conditions of the original certificate.  The certificate was transferred to FirstEnergy on March 3, 2008.
