On June 23, 2004, the Applicant filed this amendment to modify certain aspects of its certificated IGCC electric power production facility (see Case No. 00-513-EL-BGN). Specifically, the Applicant requested a change in the technology to be used to manufacture the synthetic gas which would be used as fuel for the combined cycle electric generation facility. The facility, as originally certificated, included a fixed bed slagging gasifier technology. Lima Energy’s proposal in the amendment was to use a slurry-fed, entrained flow, slagging gasification technology. Various additional equipment, gasifier feedstock, and process changes accompanied the proposed gasification technology change. The Board certificated this amendment on November 22, 2004. Construction of the facility began in November of 2005. Construction of the coal storage facility foundation and flooring has been completed, and demolition of previously existing structures has taken place. The Applicant is currently pursuing financing alternatives.
