The Applicants propose to construct a double circuit 138 kV transmission line to supply a new 36 kV distribution substation to be located along Mayfield Road in Huntsburg Township, Geauga County. The new distribution substation would be designated as the Stacy Substation. The transmission line would be installed primarily on single wood pole tangent structures. The Preferred Route generally follows a cross country alignment located east of Madison Road (State Route 528). The Preferred Route is approximately 14.7 miles in length. The Alternate Route parallels Clay Street in Geauga County and it is approximately 12.05 miles long. The purpose of the new transmission line would be to reinforce the existing 36 kV distribution system, which is stretched to its limit due to higher than average load growth in the project area. The application was filed on September 28, 2007. The application was deemed to be complete on November 27, 2007. On May 7, 2008, the Administrative Law Judge postponed the local public hearings to allow the Applicants additional time to respond to Staff’s interrogatories. The staff report was filed on August 12, 2008. Multiple local public hearings were held on: August 27, August 28 and September 10, 2008. The adjudicatory hearing commenced on September 16, 2008. The Board certificated the Preferred Route on November 24, 2008. On January 26, 2009, the Board denied an application for rehearing that was filed by intervenor Citizens Advocating Responsible Energy. Intervenor Citizens Advocating Responsible Energy filed suit with the Ohio Supreme Court on March 13, 2009, to reverse the Board’s denial of rehearing and issuance of certificate.
