FDS is developing a coking plant in the vicinity of the Toledo port in Lucas County, Ohio. In conjunction with the coke plant, FDS proposes to capture waste heat, which is a byproduct of the coking process, and use it to generate electricity. The proposed 135 MW co-generation facility would occupy five acres of the 51 acre coke plant parcel. An application was received on September 12, 2007. The application was initially deemed to be incomplete on November 1, 2007. On June 2, 2008, the Applicant filed supplemental information for the application pertaining to the MISO Interconnection Queue and a diagram of the proposed facility. On June 13, 2008, the application was deemed to be in compliance with the Board’s rules. The staff report was docketed on August 29, 2008. The local public hearing was held on September 16, 2008, and the adjudicatory hearing commenced on September 18, 2008. The Board approved the project on October 28 ,2008.
