On May 18, 2012, ATSI filed an application to construct approximately 58.5 miles of new 138 kV electric transmission line and to convert an existing distribution substation into a transmission/distribution substation. About 15 miles of the proposed line between Springfield and London would be installed onto existing transmission line structures. Construction of this new line would provide for additional capacity, which would alleviate potential loss of service and also support future economic growth in the area. The existing London Substation would require only minor modifications within the fence line to convert it to a transmission switching substation. The Chairman notified ATSI that the application was deemed complete on July 19, 2012. Following the Staff Report issued on December 20, 2012, local public hearings were held on Jan. 7 and 8, 2013. The adjudicatory hearing in this case was held on Feb. 12, 2013. A joint stipulation and recommendation was filed by all parties to the case on Jan. 23, 2013. The Board authorized construction on March 11, 2013.
